Is a litigant required to file a motion for rehearing in the court of appeals before filing a petition for review with the Texas Supreme Court?

No. That requirement was eliminated effective September 1, 1997. See Texas Mexican Ry. Co. v. Bouchet, 963 S.W.2d 52, 54 n.3 (Tex.1998).
