What is the First Administrative Judicial Region of Texas?

Texas trial courts are divided into eleven “administrative judicial regions,” which are not the same as the fourteen “court of appeals districts.” The Fifth Court of Appeals District (in Dallas) is composed of the following six counties: Collin, Dallas, Grayson, Hunt, Kaufman, and Rockwall. The First Administrative Judicial Region (which includes Dallas) is composed of the following seven counties: Collin, Dallas, Ellis, Fannin, Grayson, Kaufman, Rockwall. Each administrative judicial region has one judge who presides over the region. The presiding judge of the First Administrative Judicial Region is Judge Ray Wheless, whose office is in McKinney, Texas. His predecessors as presiding judge of the First Administrative Judicial Region include Judge Mary Murphy and Judge John Ovard.
